The newly formed Jungnang AI Innovation Team will identify on-the-ground challenges and build AI capacity across the district's workforce; Jungnang-gu is also developing its "Jungnang AX 2030" roadmap, with a goal of becoming a benchmark city for AI-driven administration by its 40th anniversary in 2028.
Jungnang-gu established the Jungnang AI Innovation Team on Thursday to drive administrative reform through artificial intelligence.
The district is also developing a "Jungnang AX (AI Transformation) 2030" plan aimed at improving how it operates and delivering public services that residents can tangibly feel.
The initiative's core focus is not on adopting as much AI as possible, but on using it effectively to change how the administration works and how residents experience daily life. Rather than simply introducing new technology, the district plans to identify real problems in the field and connect appropriate AI solutions to both internal operations and resident-facing services.
The Jungnang AI Innovation Team will work alongside individual departments to uncover on-the-ground challenges and develop AI- and data-driven solutions. Through this process, the district aims to strengthen cross-departmental collaboration while improving both work practices and public services.
Jungnang-gu has already been applying AI and data to its administration. Working with the Seoul AI Foundation, it has analyzed pedestrian flow and facility data along key sections of the Jungnang Donghaekkil walking route to improve the pedestrian environment. The district has also pursued data-driven policy by analyzing fine-collection and complaint data to identify candidate sites for smoking booths.
Building on that foundation, the district will launch a "Jungnang AX 100 Days" initiative to expand AI use across all departments. It will form department-level "AI Partners" groups to identify AI application tasks and run a "Jungnang AX Thursday Class" series to strengthen employees' AI skills. Starting with the 2027 work plan, the district will introduce an "AI-aware perspective" that considers AI applicability from the earliest stages of project planning.
A "Jungnang AX Strategic Advisory Committee" will also be formed to discuss AI policy and major initiatives. Experts in AI, public innovation, communications, local economy, and urban policy will participate, exploring how AI can be applied not only within the administration but also in areas closely tied to residents' lives — including small businesses and neighborhood commerce, care and welfare, education, and employment.
Drawing on field experience and expert input, the district plans to finalize the Jungnang AX 2030 framework. It will establish a medium- to long-term direction for how AI will be used across the organization, operations, data, and resident services, and will build an AX model tailored to Jungnang-gu in stages.
The district's 40th anniversary in 2028 serves as a key milestone. By then, Jungnang-gu aims to have systematized its AI administration experience and positioned itself as an "AX benchmark city" capable of sharing that model with other municipalities.
"We will not stop at simply adopting AI — we will use it as a tool to solve real problems in the field so that residents can feel the change in how their district is run," District Mayor Ryu Gyeong-gi said. "We will improve the way we work and the services we provide, and build an AX model that fits Jungnang-gu."
