Jung Eui-kyung, director general of the Land and Urban Affairs Bureau, has been named second vice minister of the Ministry of Land, Infrastructure and Transport, filling a vacancy left when Hong Ji-sun was appointed minister.
Jung is a career official who has worked across the ministry's major policy areas, spanning both transportation and land affairs. As second vice minister, he will oversee social overhead capital sectors including roads, railways and aviation, as well as transportation and logistics — fields that directly affect daily life. The portfolio also covers mobility industries such as autonomous driving and urban air mobility.
Jung was born in Gangneung, Gangwon Province, and graduated from Gangneung High School before earning a degree in agricultural chemistry from Seoul National University. He entered public service in 1997 through the 41st civil service examination class and has since held a series of posts at the ministry, including director of international cooperation and trade, director of advanced automotive technology, director of urban policy, director of land policy, director of urban planning at the Sejong City Construction Agency, chief of the Wonju Regional Land Management Office, and director of railway safety policy.
Since moving to the Land and Urban Affairs Bureau in January, he has handled a broad range of responsibilities, including building and operating a national land monitoring system and overseeing regional development and balanced growth initiatives.
Jung is widely respected within the ministry and was named a "model leader" by ministry staff in 2024.
Cheong Wa Dae described Jung as "a seasoned official with extensive experience in both land and transportation policy and on the ground," adding that he is "the right person to broaden the foundation for locally driven growth through expanded metropolitan transportation and logistics networks, and to advance the three major megaprojects without delay." It added that he "will bring a hands-on perspective to pressing transportation issues that citizens feel in their daily lives and resolve them with speed."
Jung's declared assets total 1.49 billion won ($1.1 million). Based on the official gazette published in April, the figure includes an apartment in Nasung-dong, Sejong, registered in his name, and a jeonse lease on an apartment in Suji-gu, Yongin, Gyeonggi Province, registered in his spouse's name.
