Gangseo-gu in Seoul is launching a neighborhood administrative agent project to strengthen tailored administrative services for residents and close gaps in public access to civil services.
Ahead of the full rollout, the district signed an MOU with the Korea Administrative Agents Association on Sept. 15 and commissioned 11 neighborhood administrative agents.
The project pairs residents with licensed administrative professionals who can directly address their administrative difficulties, lowering the barrier to civil services and creating a more accessible environment. The commissioned agents will provide free administrative consulting through December.
Any Gangseo-gu resident who struggles with paperwork — including permit and licensing applications, family registry documents and other official forms — or who needs help navigating administrative dispositions such as complaints, petitions or appeals is eligible for the service.
Consultations run every Wednesday from 3 p.m. to 5 p.m. by phone with a dedicated agent assigned to each neighborhood. When a phone consultation is insufficient or an in-person meeting is needed, face-to-face sessions will also be available at local community service centers.
The district expects the project to meet growing demand for administrative assistance while improving resident convenience and satisfaction. By diversifying consultation channels, it also aims to ease the workload on civil servants and improve the efficiency of civil complaint processing.
"I hope the neighborhood administrative agent system will help residents resolve complex and cumbersome administrative procedures more easily and conveniently," District Mayor Jin Kyo-hoon said. "We will continue to expand tailored administrative services that residents can truly feel the benefit of."
Details on the agents assigned to each neighborhood and how to use the service are available on the Gangseo-gu website under the notices and news section. Residents may also contact the district's autonomous administration division for further information.
