Yongsan-gu, Korea District Heating and the Han Nam Zones 2–5 redevelopment associations sign MOU to build reliable heat-supply infrastructure across the Han Nam redevelopment district
Yongsan-gu signed a memorandum of understanding Tuesday with Korea District Heating and the housing redevelopment associations of Han Nam Zones 2, 3, 4 and 5 to ensure a stable district heating supply across the Han Nam redevelopment district.
The Han Nam redevelopment district sits at the heart of Seoul along the Han River and is slated to accommodate 12,904 households across a total area of roughly 940,000 square meters. Given the scale of the project, planners say energy infrastructure must be secured well in advance to guarantee heating and hot water from the moment residents move in.
The agreement is designed to minimize construction delays and ensure that eco-friendly, high-efficiency heat-supply facilities are in place on schedule by establishing close cooperation among the district office, a public energy company and the private redevelopment associations. The parties said the arrangement will improve residents' quality of life and support the creation of an environmentally friendly residential environment.
The signing ceremony was attended by Yongsan-gu District Mayor Kim Kyung-dae, along with Korea District Heating President Ha Dong-geun, Han Nam Zone 2 association head Yoon Ju-pil, Han Nam Zone 3 association head Jo Chang-won, Han Nam Zone 4 association head Min Byung-jin and Han Nam Zone 5 association head Shin Sang-cheol. The participants formally agreed on measures to cooperate in installing heat-supply facilities and advancing the project across the entire Han Nam redevelopment district.
Under the agreement, Yongsan-gu will provide administrative support for the construction of heat-transmission facilities. Korea District Heating will carry out construction of heat-source and heat-transmission pipeline infrastructure to supply district heating within the zone, while the Han Nam associations will provide land needed to build supporting infrastructure such as pressurization stations.
Yongsan-gu said it will also strengthen its role as an administrative mediator under the agreement, proactively coordinating construction conflicts among the Han Nam associations before they arise.
The zones are at different stages of progress: Zone 2 has completed the relocation of existing residents, Zone 3 has finished demolishing above-ground structures and is set to break ground on infrastructure road work in November, while Zones 4 and 5 are targeting approval of their management and disposal plans in 2027. Because each zone is advancing on its own timeline, officials say a public administrator capable of mediating complex on-site conflicts — including the timing of heat-pipeline installation and road restoration — will be essential as district heating construction proceeds.
"The Han Nam redevelopment project is a key undertaking that will reshape not just Yongsan but the future map of Seoul itself, which is why proactively securing energy infrastructure is critical to creating a safe and comfortable residential environment," District Mayor Kim said. "This agreement is a model of public-private-civic cooperation, with the local government, a public institution and residents' associations all pulling in the same direction." He added that the district would work closely with all relevant agencies and spare no administrative support to ensure Han Nam becomes a premier residential complex representing the best of Seoul.
