District mayor takes direct charge of project timelines and key issues; conflict mediator linked in for on-site resolution; five-step management cycle formalized
Yongsan-gu in Seoul has launched a new integrated progress management system for urban renewal projects, with District Mayor Kim Kyung-dae personally overseeing project timelines and key issues as part of the district's push for what it calls "unimpeded Yongsan development."
The district held its first integrated progress review meeting for urban renewal projects on Monday, chaired by the district mayor. Department heads involved in renewal projects and the district's conflict mediation officer attended, sharing the status and upcoming schedules of individual projects and discussing solutions to major delays and outstanding issues.
The meeting was designed to go beyond a routine status briefing. It marks the launch of a new management framework in which District Mayor Kim Kyung-dae directly examines the progress of key projects and works alongside relevant departments and the conflict mediation officer to resolve problems.
Because each renewal project has its own stage of development and its own causes of delay, the district plans to manage project timelines on a case-by-case basis. Items requiring inter-departmental cooperation will be shared across teams, and specific action items will be assigned to the responsible department for each outstanding issue. Matters requiring coordination with the Seoul Metropolitan Government or other agencies will be actively pursued to minimize unnecessary delays.
When conflicts arise — or risk becoming prolonged — among residents or association members during the course of a project, the conflict mediation officer will be brought in to provide on-site mediation and arbitration. The aim is to help parties reach sufficient agreement and find common ground rather than waiting for disputes to escalate.
The district plans to hold the integrated progress review meeting on a regular basis, starting with this inaugural session, to keep a close watch on projects experiencing significant delays or pressing issues. Through this process, the district aims to establish a management cycle of progress review, identification of delay factors, development of solutions, implementation of action items and follow-up review.
The district expects the new integrated management system to serve as a concrete tool for achieving its core administrative goal of "unimpeded Yongsan development." The plan is to accelerate renewal projects by cutting time lost to passive administrative responses or unnecessary coordination delays, while strictly upholding required legal procedures, safety standards and public interest obligations.
"Unimpeded Yongsan development does not mean pushing projects forward at all costs," District Mayor Kim said. "It means the administration proactively identifies where and why a project is being delayed and actively resolves whatever can be resolved. Rather than reacting after delays occur, we will find and address problems in advance and drive renewal projects forward at a pace that residents can actually feel."
