1 billion won allocated to offer Ddaenggyeoyo coupons to up to 200,000 residents

Busan city and the Busan Economic Promotion Agency announced Monday the launch of a "public delivery service consumer vitality coupon" program for local small businesses, aimed at boosting use of the city's public online food delivery app Ddaenggyeoyo and increasing sales for small business owners.

The program is part of the "Busan Livelihood 100-Day Emergency Measures" announced shortly after Mayor Jeon Jae-soo took office in July, and allocates 1 billion won ($723,000) in city funds to provide Ddaenggyeoyo-exclusive discount coupons to up to 200,000 residents.

The initiative was designed to ease the cost burden on small business owners by steering orders toward the lower-fee public delivery platform, as brokerage commissions charged by major private delivery platforms reach as high as 7.8 to 9.2 percent, and to encourage healthier competition in the delivery platform market.

The coupons come in two types and can be used together if a recipient qualifies for both. They are redeemable at Ddaenggyeoyo-affiliated merchants that also accept Dongbaekjeon, the city's local currency card.

The first type is a sales-linked coupon tied to monthly Dongbaekjeon spending. Residents who spend 100,000 won or more on Dongbaekjeon in September will receive a 5,000-won Ddaenggyeoyo discount coupon on Oct. 1, and those who spend the same amount in October will receive another coupon on Nov. 1.

The second type is an instant discount coupon for Ddaenggyeoyo users: paying 20,000 won or more with Dongbaekjeon earns an immediate 5,000-won discount. Residents who sign up for Ddaenggyeoyo starting Monday are eligible once they meet the payment threshold, and the offer runs until the budget is exhausted.

Payments made through Ddaenggyeoyo using Dongbaekjeon will also earn the standard Dongbaekjeon cashback at the applicable rate. The cashback rate has been raised to 15 percent through Sept. 30 and applies equally to Ddaenggyeoyo purchases made with Dongbaekjeon. The elevated 15 percent rate may end early if the budget runs out, after which it reverts to 10 percent.

The Busan Economic Promotion Agency projected that the program will cut brokerage commission costs for small business owners by about 260 million won and generate up to 5.6 billion won in direct sales from coupon use.
