Ministry plans 23,000 homes total, with ground-breaking set for second half of 2029
Areas in Goyang's Daejang-dong and Uiwang's Ojeon and Wanggok-dong will be designated as new public housing districts, with a combined 23,000 homes planned for the sites.
The Ministry of Land, Infrastructure and Transport said Monday that all procedures for designating the Goyang Daegok Knowledge Convergence and Uiwang Ojeon Wanggok public housing districts will be completed Tuesday. Since candidate sites were announced in November 2024, the ministry has carried out public consultations, strategic environmental impact assessments, disaster impact reviews and a public interest deliberation by the Central Land Expropriation Committee, before recently clearing a review by the Central Urban Planning Committee.
The Goyang Daegok Knowledge Convergence district will cover 1.194 million square meters across Naegok-dong, Daejang-dong, Hwajong-dong, Todang-dong and Jugyo-dong in Deogyang-gu, accommodating 9,400 homes, and Korea Land and Housing Corporation will develop the site. The Uiwang Ojeon Wanggok district, also to be developed by the corporation, spans 1.876 million square meters in the Ojeon and Wanggok-dong area and is planned for 14,000 homes.
The ministry said the Goyang Daegok district borders the Ilsan new town, Goyang Changneung and Goyang Hwajong districts, where most basic living infrastructure is already in place. It added that the area offers excellent transport access, sitting adjacent to Daegok Station — served by five rail lines including the GTX-A, Seoul Subway Line 3, the Gyeongui-Jungang Line, the West Coast Line and the Gyooe Line — as well as major metropolitan roads including the Seoul Metropolitan First Beltway, the Gangbyeon Expressway (Jayuro) and the Seoul-Munsan Expressway.
The ministry said the Uiwang Ojeon Wanggok district faces strong development pressure, bordered by the Uiwang-Gunpo-Ansan new town, the Uiwang Gocheon district and Uiwang Baegwun Valley. It added that the site has strong transport links, with the Gwacheon-Bongdam urban expressway and National Route 1 (Gyeongsu-daero) nearby, and the planned Uiwang City Hall Station on the Indeogwon-Dongtan double-track railway — due to open in 2029 — located about 0.7 kilometers away.
The ministry said it has already begun drawing up district plans ahead of the formal designation in order to accelerate housing supply. It plans to approve the district plans in the second half of 2027, following metropolitan transport improvement measures and related impact assessments, with ground-breaking on the first housing projects set for 2029.
Jeong Woo-jin, head of the ministry's Housing Supply Promotion Division, said the government would "do its utmost to push the project forward swiftly by applying the Aug. 13 rapid housing supply measures, so that these areas can establish themselves as new residential hubs in the greater Seoul area."
