Funds allocated around resident welfare support and everyday-life projects — including a dong office construction fund, urban forest and public parking lots
Gwanak-gu announced Wednesday that its second supplementary budget for 2026, totaling 52.5 billion won ($38.8 million), has been finalized after review by the district council.
With the supplementary budget in place, Gwanak-gu's total 2026 budget rises to 1.23 trillion won, a 4.45 percent increase from the original 1.18 trillion won.
The district said the supplementary budget was designed to concentrate resources on essential projects that residents can directly feel — including welfare and public safety, local economic revitalization and improvements to everyday infrastructure — even amid tight fiscal conditions.
The welfare sector receives 10.7 billion won, directed at closing gaps in the social safety net and expanding support for low-income residents, senior citizens, and childcare and parenting environments.
Key welfare allocations include livelihood benefits (8.47 billion won), residential benefits (3.28 billion won), self-sufficiency work programs (850 million won), parental allowance support (1.72 billion won), maternal and newborn health management support (1.05 billion won), and postpartum care expenses (340 million won).
To improve residents' living environment and expand urban infrastructure, the budget sets aside funds for a dong office construction fund to cover building costs for the Samseong-dong multipurpose civic center (4 billion won), a climate-response urban forest project (1 billion won), and a domestic timber utilization project to build a woodworking experience center on Cheongnyongsan (500 million won).
Funds will also go toward maintaining everyday infrastructure such as roads and sewers. The district plans to address resident inconveniences and create a safer living environment through road pavement and sidewalk repairs (350 million won), emergency sewer facility restoration and dredging (350 million won), and a study to develop sewer odor reduction measures (70 million won).
To revitalize the recently sluggish local economy, the budget includes operating costs for additional issuance of Gwanak Love gift certificates and Ddaenggyeoyo public delivery app gift certificates (200 million won), as well as a service fee for designating the Gwanak S-Valley special development promotion district and conducting a strategic environmental impact assessment (450 million won), continuing support for the venture and startup ecosystem.
Through special accounts, the budget also allocates funds for the purchase of a site for a public parking lot in Daehak-dong (1 billion won) and additional construction costs for an underground public parking lot at Sangdo Neighborhood Park (500 million won), actively addressing the district's long-standing parking shortage.
District Mayor Park Jun-hee said the budget was put together by focusing limited resources on projects essential to residents' daily lives, safety and welfare under difficult fiscal conditions. He added that the district would do its best to execute the finalized budget swiftly and thoroughly so that residents can feel its effects firsthand.
