Seocho-gu Council holds third plenary session of regular session — hears responses to council questions, forms budget committee

The Seocho-gu Council held the third plenary session of its 352nd regular session on Wednesday, hearing responses to council questions posed on Sept. 4 and forming a budget and accounts special committee to review the second supplementary budget for 2026.

The session also featured a five-minute free speech by Rep. Jung Soon-yong and processed five agenda items, including an ordinance on the operation of public facility shuttle buses.

District Mayor Jeon Seong-su responded to questions raised by Rep. Kim An-suk at the second plenary session on Sept. 4. Kim had flagged inadequate communication with residents at local construction sites, urging the district to improve its information systems and develop concrete on-site management measures that residents would actually feel.

Kim also said that before lowering the asking price for the Dubae Village site in Bangbae-dong, the district should first take proactive steps to enhance the value of the shared property — including resolving unauthorized occupation issues.

She further highlighted the monopolization of public facilities by certain organizations, calling for measures to ensure fair access for all Seocho-gu residents.

Jeon said the district was already responding on multiple fronts within realistic constraints to improve resident communication and facility management, but pledged to review carefully again whether further improvements were needed to raise residents' actual sense of benefit.

In his five-minute free speech, Rep. Jung proposed a pilot run of the "Seoripul Rose Bus," an integrated shuttle line connecting Seocho-gu's major residential areas. Jung noted that while reconstruction and redevelopment projects were rapidly shifting transportation demand, existing city bus routes were not adequately reflecting residents' actual travel patterns.

As an alternative, he proposed making use of the district's existing public facility shuttles, and urged the district to add a supplementary route linking residential areas in a single line when it reorganizes its integrated shuttle network in 2027.

The council formed a budget and accounts special committee to review the second supplementary budget for 2026, totaling 1.04 trillion won — an increase of about 35.7 billion won, or 3.55%, from the base budget. Rep. Lee Eun-kyung was elected committee chair and Rep. Park Eun-kyung deputy chair, with Reps. Kim Hae-ba-reun, Park Mi-jeong, Shin Jeong-tae, Park Seong-jun, Jeong Ji-gwang, Kim Hyeong-u and Lee Seul-gi named as members.

The supplementary budget will go through preliminary review by each standing committee beginning Friday, followed by a comprehensive review by the budget committee from Wednesday through Friday of next week.

The five agenda items processed at the session were: re-entrustment of the management and operation of the Seocho-gu Yangjae General Social Welfare Center to a private entity; an ordinance on the operation of public facility shuttle buses in Seocho-gu, Seoul; a resolution on the reduction of proceeds from the sale of shared property in Seocho-gu, Seoul; the 2026 second periodic shared property management plan for Seocho-gu, Seoul; and a resolution to form the budget and accounts special committee and appoint its members.
