Redevelopment Project Wraps Up 17 Years After 2009 Zone Designation

Hongeun District 13, designated a redevelopment zone in 2009, has completed a 17-year redevelopment project and emerged as a residential complex equipped with apartment buildings, roads, parks and welfare facilities.

Seodaemun-gu said it granted completion approval for the Hongeun District 13 housing redevelopment project, covering the area around 11-111 Hongeun-dong, and issued a public notice on Sept. 9.

The project produced Seodaemun Central IPARK, a complex of 12 buildings with three basement floors and 15 floors above ground, totaling 827 units. Every unit has an exclusive use area of 85 square meters or less, and 141 units, or 17.05 percent of the total, are rental housing.

Residents began moving in under a temporary occupancy approval granted in June 2025. Since then, the association that led the project and the district office carried out construction of roads, parks and other infrastructure along with related administrative procedures. The latest completion approval brings the entire redevelopment project to a close.

With the completion approval in hand, the association will now proceed with remaining procedures needed to finalize the project, including a transfer notice and registration of ownership.

The project site spans 47,287 square meters in total, of which 36,831.9 square meters is residential land housing the apartment buildings and the senior welfare facility, while 9,817.1 square meters is devoted to infrastructure such as roads and parks.

Roads across eight sections, 4 to 28 meters wide and totaling 1,472 meters, were built as part of the project. A 1,822-square-meter children's park and a 452.5-square-meter small park were also created. On a 510-square-meter site, a senior welfare facility with two basement floors and four floors above ground, totaling 1,334.04 square meters, was built as well.

Hongeun District 13 was designated a redevelopment zone in March 2009, with the redevelopment association gaining approval that September. The project then received project implementation approval in April 2011, management and disposal plan approval in July 2018, broke ground in July 2021, received temporary occupancy approval in June 2025, and finally reached completion approval in September 2026.

It took 12 years from the zone's designation to groundbreaking, and another five years from groundbreaking to completion approval. With the latest approval, the 17-year redevelopment project — covering not just the construction of the apartment complex but also the roads, parks and welfare facilities — has been administratively completed.

The district office plans to review the progress and infrastructure status of other redevelopment projects nearing completion, as well as coordinate in advance with relevant departments, to reduce administrative delays that can arise at the completion stage.

"Completing a redevelopment project means more than building apartments — it means properly furnishing the roads, parks and welfare facilities that residents will use," Seodaemun District Mayor Park Woon-ki said. "We will carefully oversee the remaining administrative procedures so that residents who have waited a long time can settle into a stable life."
