Anyangcheon park golf course operation normalized, green space created along Guil Station railway among other honored cases
Guro-gu has selected five outstanding cases for its first 2026 Proactive Administration Awards.
The district held its Proactive Administration Committee meeting on Sept. 2 to make final selections from cases submitted by departments and affiliated agencies, choosing one top case, two excellent cases and two encouragement cases. The selection reflected creativity and expertise, importance and difficulty, resident impact, and potential for wider application.
Earlier, in August, the district reviewed 24 cases submitted by departments, neighborhood offices and affiliated agencies through written evaluation and voting by staff and residents, narrowing the field to eight before the Proactive Administration Committee finalized the five winners.
The top case was the Family Childcare Division's project to secure a usufruct permit for a closed public daycare center.
The case turned a regulatory constraint — the requirement that the shuttered public daycare center retain its original use — into an opportunity to attract a workplace daycare center. It was praised for using the usufruct permit to keep the childcare function running while generating non-tax revenue, an efficient use of shared public property.
The two excellent cases were the Sports Promotion Division's negotiation and extension of river-occupancy permit conditions for the Anyangcheon park golf course, and the Parks and Green Space Division's project to create a green belt along the railway near Guil Station.
The Sports Promotion Division worked to meet permit conditions set by the Han River Basin Environmental Office. In the process, it faced the need for large-scale excavation and the demolition and rebuilding of facilities. The division closely reviewed on-site conditions and actively negotiated with the permitting agency, cutting budget costs and keeping the park golf course running without an operational suspension.
The Parks and Green Space Division signed an MOU with Korea National Railway and used idle land along the railway near Guil Station to create green space. The project was praised for turning underused railside land into a community green space where residents can rest and exercise.
The two encouragement cases went to the Planning and Budget Division's program of on-site proposals gathered through a public-private resident participation task force, and the Transportation Administration Division's installation of a new bus stop near Maebong Elementary School.
Winning departments will receive a district mayor's commendation and a cash award, while employees involved will receive incentives such as cash awards and special leave. The top-performing civil servant is set to receive the highest grade of performance bonus.
Jang In-hong, Guro-gu's district mayor, said, "Efforts to actively resolve on-the-ground problems rather than sticking to existing methods lead to changes in administration that residents can feel." He added, "We will continue to support our staff so they can use their expertise and creativity to carry out proactive administration that provides real help to residents."
