Gwangjin-gu Council opens 295th regular session, fast-tracks agenda items ahead of public hearing; lawmakers Kim Kang-san and Shin Jin-ho deliver five-minute floor speeches
The Gwangjin-gu Council opened the second plenary session of the 295th first regular session on Friday.
To clear the way ahead of a public hearing scheduled for Sept. 11, the council passed one ordinance amendment — a partial revision to the ordinance on support for children and youth with family caregiving responsibilities, under the jurisdiction of the Welfare and Urban Affairs Committee — along with two opinion-submission items.
Two lawmakers then delivered five-minute floor speeches: Kim Kang-san and Shin Jin-ho.
Kim spoke on "strengthening everyday urban safety," proposing the expansion of underground fire-suppression equipment in traditional markets and the creation of a "Gwangjin-style residential shaded walkway" network to provide safe, shaded pedestrian routes during heat waves.
Shin highlighted the limitations of the existing Gwangjin-gu residents' life-safety insurance program, calling for a dedicated injury insurance scheme for young residents on military service to close coverage gaps and provide stronger welfare protections.
The council will conduct an administrative audit from Monday through Sept. 15, followed by a budget and settlement committee review beginning Sept. 16 to examine supplementary reserve expenditures for fiscal year 2025, final accounts, and the third supplementary budget for 2026. The session is set to close after a plenary vote on pending agenda items on Sept. 21.
