A 28-member residents' jury, selected through population-proportional random sampling by district, reviewed campaign pledge implementation plans through group discussions and deliberations and offered recommendations for improvement.
Guro-gu held the final deliberation of its "9th Elected-Term Campaign Pledge Implementation Residents' Jury" on Wednesday, a panel the district established to ensure its campaign pledges are carried out substantively and with resident input.
The 28-member jury was selected from district residents aged 18 and older through a two-stage process — an initial automated response system survey reflecting population proportions by neighborhood, followed by telephone interviews. The district ran the program under the Korea Manifesto Practice Headquarters' residents' jury framework to build campaign pledge implementation plans that meet residents' expectations and to strengthen administrative transparency and accountability.
The selected jurors serve as community representatives, reviewing the ninth elected-term campaign pledge implementation plans and offering recommendations and improvement measures to enhance the effectiveness of those pledges.
At the first and second sessions, held Aug. 14 and Aug. 21, jurors completed basic training on the residents' jury system and were divided into four subgroups based on age, gender and other factors. The subgroups then conducted separate reviews of the pledge implementation plans and held question-and-answer sessions with officials from the relevant departments to closely examine the current status and future direction of each project.
At the third and final session on Wednesday, each subgroup reviewed the pledge action plans and held concluding discussions on the direction and areas for improvement of each pledge project. Jurors evaluated the plans from a resident's perspective and put forward a range of improvement suggestions.
The district plans to publish the jury's comprehensive results report on the district office website and to actively incorporate the recommendations into the ninth elected-term campaign pledge implementation plans.
"We will actively reflect the jury's diverse opinions in the pledge implementation process to deliver campaign pledges that residents can truly feel," a Guro-gu official said. "We will continue to make the pledge implementation process transparent and strengthen communication with residents."
