The Gwangjin-gu Council convenes its 295th first regular session, running Aug. 28 through Sept. 21 for a total of 25 days, with key agenda items including a 2026 administrative audit, fiscal year 2025 settlement approval and a third supplementary budget
The Gwangjin-gu Council opened its 295th first regular session Friday, with the 25-day schedule running through Sept. 21.
The session marks the first regular session of the council's 10th term and will take up 13 agenda items, including a 2026 administrative audit, approval of the fiscal year 2025 settlement and contingency expenditures, and a third supplementary budget for 2026.
The opening ceremony and first plenary session were held Friday morning to kick off the session. In his opening address, Council Speaker Ko Yang-seok called on fellow lawmakers to scrutinize the 2025 settlement and 2026 supplementary budget with care. "Show the true face of productive legislative work during the 2026 administrative audit," he said.
Following the opening address, Kim Gang-san, the representative member of the settlement inspection committee, reported the results of the general and special account revenue and expenditure audit for fiscal year 2025. The council then received briefings from the executive branch on deemed-processed items under the 2026 general and special accounts and on the submission of the third supplementary budget bill for 2026. The supplementary budget totals 956.88 billion won, an increase of 46.49 billion won over the original budget.
The plenary session also approved a committee reassignment, moving lawmaker Choi Gyu-cheol from the Administrative Planning Committee to the Welfare and Urban Affairs Committee.
During the five-minute open-floor speeches that followed, lawmaker Kim Eun-hee proposed a program to provide smartphone storage lockers at schools to create a safer learning environment and ease the management burden on teachers. Lawmaker Ko Sang-sun called for extended shelter operations during extreme cold and the addition of new shelters by district to protect the rest rights of mobile workers.
Lawmaker Choi Gyu-cheol urged the council to develop tailored commercial district policies for individual alleyways in Hwanyang-dong and establish a standing management consultative body to support the area's sustainable development.
Starting Monday, each standing committee will review ordinance bills, the settlement approval and the supplementary budget in sequence. The second plenary session is scheduled for Sept. 4, when council members will pose administrative questions and vote on submitted agenda items. The council will then conduct its administrative audit from Sept. 7 to Sept. 15, followed by the budget and settlement special committee review from Sept. 16 to Sept. 18, before wrapping up the session at the third plenary session on Sept. 21, when remaining agenda items will be voted on and finalized.
