Democratic Party of Korea lawmakers on the National Assembly's Legislation and Judiciary Committee said Friday they had agreed to coordinate with party leadership on the timing of a push for a special prosecutor act targeting what they called fabricated indictments by prosecutors.

Legislation and Judiciary Committee Chair Seo Young-gyo and the committee's ruling-party whip, Kim Seung-won, spoke to reporters Friday at Inspire Resort in Incheon, sharing the outcome of subcommittee discussions held at a workshop on Thursday.

"It is right that a special prosecutor be launched to uncover the facts behind fabricated indictments," Kim said. "But the consensus was that the timing should be decided in consultation with the leadership."

Seo echoed that view, saying there was broad agreement that prosecutors must be held fully accountable for manipulating investigations and indictments, and that the newly formed party leadership would be brought into the discussion. She added that while police officers face immediate arrest and punishment for misconduct, prosecutors have long escaped proper accountability for far more actions. "We plan to take the necessary steps to ensure prosecutors are also held firmly accountable," she said.

Thursday's discussions also centered on judicial reform, including a proposed revision to the Court Organization Act — an issue that came to the fore amid controversy over Chief Justice Jo Hee-dae's written nomination of Supreme Court justices without prior consultation.

Kim said the committee had concluded that, before any revision to the Court Organization Act, Jo should voluntarily withdraw the nomination he made without consultation and re-nominate the remaining three candidates from the first round in coordination with the president.

"Otherwise, we will treat it as a violation of the Court Organization Act and proceed not only with summoning him as a witness at the committee on Monday but also with the next steps," Kim said. He added that discussions had gone as far as considering whether to codify or spell out the relevant provisions in the Court Organization Act if necessary.

The workshop session also covered proposed revisions to the breach-of-trust statute, an expansion of the class-action regime, a comprehensive overhaul of the property provisions in the Civil Code, and amendments to the Family Litigation Act.

On the breach-of-trust revision, Kim said the Assembly would conduct a thorough review to ensure the law does not become an obstacle when companies seek to make bold investment decisions.
