Gimpo City will expand fiscal spending on campaign pledge projects and initiatives covering livelihoods, transportation and public safety through its first supplementary budget since the launch of the ninth elected administration.
The city has drawn up its third supplementary budget for 2026 at 2.03 trillion won ($1.47 billion), an increase of 112.9 billion won, or 5.89 percent, from the second supplementary budget.
Key projects include the construction of a second integrated social welfare center in the new town, an urban regeneration project in Tongjin-eup, a new village development project in Sau-dong, and the creation of public bath facilities in Gochon-eup and Haseong-myeon.
In transportation, the city plans to improve the Daegot interchange system and establish a five-year plan to promote bicycle use. Lifestyle improvement projects are also included, covering nighttime landscape enhancements along Gyeyang Stream, an expansion of the Jeonho badminton center, and maintenance of public sports facilities.
To support residents' livelihoods, the budget allocates 29.9 billion won for basic pensions, 8.65 billion won for a high fuel-price victim support fund, and 3 billion won for housing benefits.
Social welfare spending covers menstrual product support for young women, maternal and newborn health programs, activity support for people with disabilities, and meal programs for children at risk of going hungry.
In transportation and roads, the budget sets aside 9.1 billion won for the Gyeonggi Pass transit subsidy program, 5.7 billion won to help the transport industry offset rising fuel costs, 5.59 billion won to expand the double-decker electric bus fleet, 3.72 billion won for snow and ice road countermeasures, and 3 billion won for road maintenance.
Disaster preparedness funding covers maintenance of drainage pump stations, replacement of aging pumps, construction of a smart village broadcasting system, and measures to address extreme heat.
To stimulate the local economy, the city will support the issuance of Gyeonggi regional currency, provide assistance to small and medium-sized enterprises, and offer special guarantee programs for small business owners.
In the agricultural and fisheries sector, spending will go toward repairing the Bogugot seawall, carrying out the Daemyeong Port rural new deal project, supporting farm equipment, and improving livestock environmental conditions.
For projects where securing provincial funding is difficult, the city plans to supplement with municipal funds to minimize gaps in service delivery. Essential operating costs to stabilize Gimpo FC, which has been facing financial difficulties, are also included.
"This supplementary budget is the first step toward turning the promises of the ninth elected administration into changes that residents can feel in their daily lives," Gimpo Mayor Lee Gi-hyeong said. "We will allocate limited resources efficiently to support both livelihood stability and regional development at the same time."
