Gwangjin-gu (district mayor Kim Kyung-ho) is moving forward with a public-led urban housing complex development project in the Junggok-dong 29 area near Junggok Station.
The push follows the Ministry of Land, Infrastructure and Transport's official designation of the Junggok-dong 29-5 area as an urban public housing complex district on July 24.
The urban public housing complex project is a publicly led initiative aimed at improving aging residential environments and expanding housing supply in city centers. Compared with private redevelopment projects, it benefits from relaxed regulations on floor-area ratios, building heights and public contributions, allowing for faster implementation.
The Junggok-dong 29 area was selected in January 2022 as one of the ministry's eighth-round candidate sites. It subsequently went through a series of required steps — including resident briefings, intent surveys, public notices, landowner consent and review by the Central Land Expropriation Committee — before receiving the complex district designation.
In February 2024, the district approved a revision to the Junggok Station district unit plan to foster a medical specialization hub, create a medical and business-oriented residential zone linked to a general medical complex, and revitalize the transit-oriented area around Junggok Station.
The newly designated Junggok-dong 29-5 area sits within the Junggok Station district unit planning zone. Spanning 17,821.5 square meters, the site will be rezoned from a second-class general residential zone to a quasi-residential zone, with the floor-area ratio raised to 500 percent.
An apartment complex of approximately 35 stories is planned for the site. Public contributions will also secure roads and other infrastructure, delivering two benefits simultaneously: quality housing supply in the city center and improved public infrastructure.
Alongside this, Gwangjin-gu is accelerating additional projects to boost housing supply in the city center. Three candidate sites — Jayang-dong 683, Guui-dong 27 and Guui-dong 546-7 — have been submitted for the ministry's Season 2 call for new urban public housing complex candidates, and the selection process, including review by a screening committee, is now underway. If the new sites are chosen, the district expects expanded urban housing supply and enhanced social infrastructure to give fresh momentum to balanced regional development.
Gwangjin-gu has set its governing direction around the idea that the seventh elected term laid the groundwork for change, while the eighth must complete it. Under that vision — of building a livable, happy Gwangjin where good jobs, quality homes, and culture and leisure coexist — the district is actively pursuing a range of housing projects aimed at improving residential environments and achieving balanced local development.
"This urban public housing complex project goes beyond simply supplying homes — it is expected to serve as a key driver of balanced development in the Junggok area and an important foundation for realizing the '2040 Gwangjin Re-creation Plan,'" district mayor Kim said. "We will do our utmost to resolve urban imbalances between neighborhoods and lead a new era of urban development in Junggok-dong through systematic development and improved residential conditions."
