Seoul Metropolitan Council Speaker Im Man-gyun visited the city's integrated situation room — located on the below-ground floors of Seoul City Hall's new annex — at 4:30 p.m. Tuesday to inspect emergency response readiness and encourage staff on the opening day of the 2026 Ulchi CPX.

The four-day exercise, running through Friday, includes civil defense drills simulating various crisis scenarios, reviews of each agency's response protocols, and tabletop exercises. On Thursday at 2 p.m., a 20-minute nationwide simultaneous air-raid drill will be held, involving civilian evacuation and vehicle control exercises.

"As Jeong Yak-yong wrote in 'Mongmin Simseo,' 'Even if weapons go unused for a hundred years, preparations must never be neglected for a single day,'" Im said. "Drills may not be visible in ordinary times, but the more faithfully we prepare, the more they become a seawall protecting lives and safety in moments of crisis." He added that he hoped staff would take pride in keeping Seoul safe, and pledged that the Seoul Metropolitan Council would spare no support or attention to help them focus on their duties.
