Jungdo Bonbu (representative Kim Jong-mun), a civic group primarily active in Gangwon Province, said Monday it submitted a policy proposal to the Gangwon Special Self-Governing Province through the National Sinmungo public petition system, calling for a review of the province's plans to relocate its headquarters to a new building.
The proposal follows a response the province issued on July 16, in which it said it was "reviewing the project's direction by comprehensively considering fiscal conditions and pressing livelihood issues."
Rather than taking a predetermined stance for or against the relocation, the group urged the province to assess the project's fiscal impact, policy decision-making process, record management and information disclosure before settling on a course of action.
The proposal outlines 10 tasks: a comprehensive review of the project's direction, a reanalysis of total project costs and fiscal impact, a summary of the site selection and policy decision-making process, improvements to policy record management, improvements to information disclosure, expert review, and public communication with provincial residents.
"The new headquarters relocation project is a major public undertaking tied to Gangwon Province's future administrative structure and enormous fiscal resources," the group said. "Beyond the question of whether to proceed, an objective and transparent policy decision-making process that residents can accept must be established."
Jungdo refers to a former flatland area in Chuncheon where Neolithic and Bronze Age urban ruins were discovered. Construction of Uiam Dam raised water levels in the area, turning it into an island — hence the suffix "do," meaning island.
