Residents of Bucheon's Samjeong-dong neighborhood, where ready-mix concrete factories are concentrated, have long complained about airborne dust and heavy vehicle traffic — and the city is now pushing a comprehensive plan to address the environmental and traffic problems.

The area has been a persistent source of resident grievances due to the dense cluster of concrete manufacturing facilities, with frequent factory vehicle traffic and dust clouds disrupting daily life. Calls for improved traffic safety and a cleaner living environment along roads used by large concrete mixer trucks have consistently grown louder.

In response, the city recently convened the third meeting of its task force on a comprehensive management plan for the Samjeong-dong ready-mix concrete factory district. Among the measures already underway is the Ojong Clean Road — a system of fixed automated water-spraying installations along roads to reduce airborne dust. The city has also put up seven electronic display boards showing real-time fine-dust emission data.

To ease traffic disruptions caused by concrete mixer vehicles, the city analyzed traffic volumes and mapped out alternative routes. A joint civilian-government environmental monitoring unit, involving both residents and city officials, is also in operation.

The city acknowledges, however, that sustained on-site management and rapid field response will be needed before residents feel a meaningful improvement in their living environment.

Particularly with the development of the Bucheon Daejang new town on the horizon, the city says it must go beyond simply responding to existing complaints and instead adopt proactive management measures, given the anticipated increases in traffic and changes to the local environment in the Samjeong-dong area.

Going forward, the city plans to conduct regular on-site inspections and strengthen coordination among departments handling environmental and traffic issues. It also intends to encourage concrete companies to voluntarily upgrade their environmental facilities, with the aim of improving conditions both at the factories and in the surrounding neighborhood.

"The environmental and traffic problems around the Samjeong-dong ready-mix concrete factories are everyday quality-of-life concerns that directly affect residents," Mayor Jo said. "We will listen carefully to voices from the scene and work with relevant departments and companies to develop effective measures that reduce the inconvenience for residents."
