The Human Resources Development Service of Korea (HRDK) has launched the "HRDK National Growth Promotion Committee," a new oversight body bringing together external experts and internal staff to drive and evaluate the agency's management reform agenda.
HRDK said Friday it held the committee's inaugural meeting at a conference room at Seoul Station on the Seoul Airport Railroad line. The committee was established to objectively assess the agency's progress on its 2026 innovation tasks and discuss ways to improve them.
To respond to rapidly changing conditions — including AI transformation, digital transformation and shifts in industrial structure — HRDK has adopted a two-track management reform structure. An internal body called the HRDK Innovation Promotion Team identifies and carries out reform tasks, while the National Growth Promotion Committee independently evaluates results and feeds recommendations back into the process. The agency said the setup is designed to build an organization-wide response system — dubbed "One-HRDK" — in which both management and staff participate.
The committee is co-chaired by one external and one internal representative, and comprises six public-sector specialists drawn from academia, government and labor, along with three internal members. The combination of outside objectivity and internal operational experience is intended to ensure that reform initiatives are carried out effectively on the ground.
The committee will hold biweekly meetings to monitor progress on key reform tasks, including improvements to public-facing services, and plans to conduct a comprehensive review of this year's full reform agenda in October. At Friday's inaugural session, members shared the committee's operating direction and future plans, and selected the agency's flagship innovation tasks for 2026.
"I expect the HRDK National Growth Promotion Committee to serve as a catalyst that drives innovation and growth," HRDK President Lee Byung-hoon said. "We will produce results that the public can tangibly feel through an organization-wide transformation."
