A record heat wave has brought construction to a standstill at the Changneung district site in Goyang, Gyeonggi Province — part of the third-generation new town project, a key national initiative to supply 300,000 homes in the greater Seoul area. The site, once filled with the sound of hammers and heavy machinery, fell silent Friday after the government issued a major heat wave alert recommending that all outdoor work cease when the heat index surpasses 38 degrees Celsius.
