Representatives of the National Police Unit Workers' Association held a head-shaving ceremony Monday afternoon outside the Korean National Police Agency in Seodaemun-gu, Seoul, at a launch rally organized by a joint struggle committee calling for improved police working conditions, including opposition to mandatory rotation transfers.
