Dobong-gu in Seoul is moving to designate a "Changdong Special Development Promotion Zone" around Changdong Station, aiming to transform the area into a hub for K-culture and the cultural performance industry.
The proposed zone covers roughly 350,000 square meters around Changdong Station, including the area along Madeulro 13-gil.
It encompasses the Seoul Arena mixed-use cultural facility (50,102 square meters), slated for completion in May 2027, as well as key anchor sites including the Changdong private station building, Changdong Aurene, Seed Cube Changdong and Hanaro Mart.
Designation as a special development promotion zone is determined by the Seoul Metropolitan Government after a comprehensive review of strategic value and development potential. Once designated, the zone is expected to deliver significant benefits for the local economy and industrial clustering.
Companies operating in encouraged sectors — culture, performance and entertainment — would receive incentives including local tax reductions, business financing support, and relaxed floor-area and building-coverage ratios.
A district official said the designation "is expected to serve as a catalyst for attracting promising companies to the area, creating quality jobs and revitalizing the local economy."
The district is targeting designation in March 2028 and plans to launch a feasibility study for the zone starting this month.
District Mayor Kim Dong-wook visited the Seoul Arena construction site — the zone's key anchor facility — on Wednesday to review progress.
At the site, Kim said that once the Changdong Special Development Promotion Zone is designated, "the area around Changdong Station will be transformed into a hub for K-culture and the cultural performance industry representing all of South Korea." He added that the district would work to "build a foundation where businesses and the cultural industry can grow together, while doing our utmost to protect residents' daily lives and safety from noise, crowds and traffic."
