Nowon-gu in Seoul has launched a full-scale effort to support the formation of a steering committee for the reconstruction of Hagyehansindongseong Apartment, using the public-support regime to accelerate the project.
The district office is moving swiftly through each administrative step, with a goal of securing steering committee approval before the end of the year.
This marks the third time Nowon-gu has used the public-support system to help form a steering committee, following similar efforts at Junggye Green Apartment and Hagye Rose Apartment. Because both earlier complexes secured resident consent in a short period and completed their steering committee approvals, officials expect the Hagyehansindongseong project to gain further momentum.
Under the public-support steering committee formation system — established by the Act on the Improvement of Urban Areas and Residential Environments and the Seoul Metropolitan Government ordinance on the same — the district office assists residents in forming a steering committee on their behalf. Nowon-gu covers the cost of professional project-management services and handles the administrative procedures required for approval, including managing elections for prospective officers. The arrangement allows broad reflection of residents' views while improving transparency and enabling faster progress on reconstruction.
Completed in 1993, Hagyehansindongseong Apartment currently stands at 15 stories with 498 units. Under the proposed improvement plan, it will be redeveloped into a large-scale complex of up to 46 stories and 940 units. The project's viability has improved significantly thanks to the planned addition of Station 113 on the Dongbuk Line, scheduled to open in the second half of next year, which will allow the site to benefit from transit-oriented area floor-area-ratio incentives and the maximum project-viability correction coefficient of 2.0.
To accelerate the project, the district office will hold a public information session at 6:30 p.m. Tuesday at the grand auditorium of Nowon Citizens' Hall. The session will brief landowners and unit holders on the public-support steering committee formation process, the prospective officer election, consent form collection and other upcoming procedures, and will actively encourage resident participation.
The district office launched its professional project-management services contract on July 20 and plans to proceed in sequence from the information session: compiling the electoral roll and registering candidates in August, forming a preliminary steering committee in September, and collecting consent forms from October through November. The district will then continue step-by-step administrative support aimed at securing steering committee approval by year-end, timed to coincide with the designation of the improvement zone and the announcement of the improvement plan decision in December.
