Former National Election Commission Chairman Noh Tae-ak sits lost in thought during a plenary session of the parliamentary investigation special committee Wednesday morning at the National Assembly in Yeouido, Seoul. The committee is probing ballot shortages and other violations of citizens' voting rights during the 9th nationwide simultaneous local elections, and examining reforms to election administration.
