Noh Tae-ak, former chairman of the National Election Commission, appeared Wednesday morning before a special parliamentary investigation committee at the National Assembly in Yeouido, Seoul, answering questions from lawmakers probing ballot shortages and other alleged violations of voting rights during the 9th nationwide simultaneous local elections, as well as measures to reform election administration.
