Jungnang-gu (district mayor Ryu Gyeong-gi) approved the formation of a promotion committee for a private urban redevelopment project in the Sagajeong Station transit-oriented area (around 572-1 Myeongmok-dong) on Wednesday.
Under amendments to the Act on the Improvement of Urban Areas and Residential Environments enacted last year, promotion committees can now be formed before a maintenance zone is officially designated, giving the project added momentum.
About 86 percent of all buildings in the target area are aging structures, with roughly 62 percent completed 30 or more years ago. Calls for infrastructure upgrades and residential improvements have persisted due to narrow roads and illegal parking.
Residents submitted a preliminary review request to the Seoul Metropolitan Government in April 2022, followed by a proposal to draft a maintenance plan in May 2023. After two advisory sessions with Seoul's preliminary review panel, the Seoul Urban Planning Committee approved a revised motion to determine the maintenance plan and designate the maintenance zone on May 20.
The promotion committee approval came roughly two months after consent forms were verified and serial numbers assigned in April. About 60 percent of property owners in the target area signed on — exceeding the legally required majority — signaling strong resident support. Redevelopment procedures, including the formal establishment of a housing association, are expected to move forward at an accelerated pace.
Under the maintenance plan, the target area will be rezoned from second- and third-class general residential zones (up to seven stories) to a quasi-residential zone. The site will accommodate 16 buildings ranging from four basement levels to a maximum of 40 above-ground floors, with a total of 2,037 units — including 565 long-term jeonse housing units and 137 redevelopment rental units.
A new park spanning about 7,168 square meters will also be created in connection with the existing Kkachi Children's Park, expanding recreational space for residents. Along the southern streetfront adjacent to Sagajeong Station, neighborhood commercial facilities will be concentrated to create a vibrant street tied into the existing commercial district.
"This promotion committee approval marks a critical turning point as the Sagajeong Station transit-oriented redevelopment project gets fully underway," district mayor Ryu said. "We will spare no administrative support to ensure that follow-up procedures, including the establishment of a housing association, proceed smoothly so the area can become a more comfortable living environment and a new growth hub for the community."
Jungnang-gu is currently pursuing 27 development projects in total, including housing development candidate sites designated by the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government. These include eight redevelopment and reconstruction sites, five urban public housing complex projects and 14 Moa Town projects. With key initiatives such as the recent approval of the Sinnae 1-dong Moa Town management plan proceeding smoothly, residential environment improvements are gaining momentum across the district.
