Ulsan Mayor Kim Sang-uk on Thursday chaired a public meeting at the situation room on the seventh floor of City Hall to address two long-delayed development projects: the urban development project in Ulju-gun's Songdae district and the land readjustment project in Nam-gu's Seonam 1 district.

The Songdae urban development project has completed all construction within the zone but remains uncompleted due to unresolved issues over road construction outside the zone and the transfer of some infrastructure. The Seonam 1 land readjustment project finished construction in 2019 but has yet to receive final completion approval because of conflicts between private land and covered stream structures.

At Thursday's meeting, the city brought together project associations, residents of apartment complexes in the affected areas and relevant agencies to share concerns — including restrictions on residents' property rights and difficulties the associations face in advancing the projects — and to explore practical solutions.

The city said it would uphold the principle that the associations bear primary responsibility for carrying out the projects, while undertaking a comprehensive review of measures to take over and manage public facilities, secure project funding, and pursue legal and regulatory reforms — all in the interest of restoring residents' daily lives and urban functions.

The city also said it would establish a dedicated management system covering all long-stalled project sites, not just those in the Songdae and Seonam districts, to continuously monitor progress at each location.

"We will communicate closely with the associations and relevant agencies to find solutions tailored to the characteristics of each project site, and do our utmost to bring these uncompleted projects to a swift conclusion," Kim said.
