Seoul's Gangdong-gu said it held the inaugural meeting of its "Faster Reconstruction and Redevelopment Task Force" on Friday, marking the first major step in urban renewal under the district's ninth elected administration. The session brought together representatives from 12 reconstruction complexes in the Myeongil-dong area to share project-specific issues and explore solutions.
Attending were the heads and driving bodies of 12 complexes — Samik Green 2cha, Samik Mansion, Godeok Hyundai, Myeongil Sindonga, Myeongil Hanyang, Godeok Jugong 9 danji, Myeongil Woosung, Samik Park, Sangil-dong villa complex, Godeok Samhwan, Samik Green 11cha and Myeongil Samhwan. Gangdong-gu's reconstruction and redevelopment division, its urban planning division, and the planning consultancy for the Godeok residential district unit plan in Myeongil-dong also took part.
Participants shared the progress and key issues facing each complex. They reviewed potential conflicts between the district unit plan and individual reconstruction improvement plans, and discussed anticipated obstacles in the development process along with areas requiring administrative support.
The Myeongil-dong reconstruction task force has now met five times in total, having begun under the eighth elected administration last year. Through ongoing communication and cooperation between the district and project proponents, four complexes have been designated as improvement zones and four others have formed promotion committees.
At Friday's meeting, participants shared the outcomes of Seoul Metropolitan Government Urban Planning Committee reviews and rapid integrated planning deliberations. Petitions raised by landowners and property holders regarding advisory opinions were also discussed, and the district said it plans to review requests for regulatory improvements going forward.
The meeting also covered topics drawing wide attention in the redevelopment sector, including revised Seoul Metropolitan Government guidelines on allowable floor-area-ratio incentives, online general assembly operations, and key considerations in selecting contractors. For procedural and legal issues that project proponents have found particularly difficult during the contractor selection process, the district said it will provide dedicated educational opportunities — such as a redevelopment academy — to offer practical support.
Gangdong-gu plans to institutionalize the task force meetings, expanding their scope beyond Myeongil-dong reconstruction complexes to cover redevelopment, Moa Town and other project types, tailoring support to the characteristics of each approach. Complexes requiring individual consultation or assistance will be able to draw on the district's reconstruction improvement project advisory panel.
"We will expand the Myeongil-dong reconstruction consultative meetings to cover a wider range of urban renewal projects, including redevelopment, remodeling and Moa Town," district mayor Lee Su-hee said. "We will stay in close contact with the field to ensure that public administration never holds back private initiatives, and we will provide active support so that improvement projects can move forward without delay."
