Germany's ThyssenKrupp Marine Systems (TKMS) has edged out Hanwha Ocean to win preferred-bidder status in Canada's next-generation submarine procurement program (CPSP).

Canadian Prime Minister Mark Carney announced Monday at the Halifax naval base in Nova Scotia that TKMS had been selected as the preferred negotiating partner for the CPSP project. Carney added that if final negotiations with TKMS break down, Canada would open talks with the second-ranked bidder, Hanwha Ocean.

The CPSP project covers the construction of 12 submarines along with 30 years of maintenance and operational support, with the total contract value running into the tens of trillions of won. South Korea had mounted a joint civilian-military campaign to secure the deal — including sailing submarines such as the ROKS Dosan Ahn Chang-ho across the Pacific to deploy personnel on-site — but the contract ultimately went to TKMS.
