Gangneung said Monday it will strengthen fairness and transparency in administrative decision-making and execution as the 9th elected term gets underway, aiming to build a culture of accountable governance grounded in public trust.
In addition, the city plans to sharpen policy implementation by spelling out roles and timelines for tasks that require cross-departmental cooperation.
To translate the 9th elected term's governing vision into concrete policies and projects, the city is holding a three-day "Key Work Briefing for the Launch of the 9th Elected Term" from Monday through Wednesday at the Citizens' Lounge on the eighth floor of city hall. Officials will review specific action plans for fair, transparent and accountable administration.
Mayor Kim Jung-nam will chair the sessions, joined by Vice Mayor Kim Man-ho and heads of bureaus, divisions and offices. They will examine campaign pledge implementation plans, execution strategies for major policies and the progress of key pending issues.
Each session will open with a comprehensive report by bureau, division and office heads on their areas of responsibility, followed by question-and-answer exchanges and discussions between the mayor and relevant department heads focused on major issues and points of contention.
The city will focus closely on whether the 9th elected term's governing philosophy and policy direction have been faithfully reflected in each department's projects, and whether they can translate into results that citizens will actually feel — all in pursuit of the term's governing slogan, "A future we change together, a Gangneung where everyone is happy." Feedback and areas for improvement raised during the briefings will be incorporated into each department's work plans.
The city plans to set priorities through a comprehensive review of each project's necessity, public impact, feasibility and fiscal conditions, concentrating administrative resources to ensure that policies citizens need are carried out in a timely manner.
"This briefing is the first checkpoint for turning the changes we promised citizens into concrete policies and action plans," Mayor Kim said. "We will do our utmost to ensure that all administrative decisions are grounded in citizens' lives and their perspective, so that economic stability and Gangneung's future development translate into happiness for all residents." He added that officials should "move beyond pro forma reporting and routine project execution, and carefully examine what citizens truly need and whether it can in fact be realized on the ground."
