Alongside quantitative growth through expanded education subsidies and infrastructure, the district aims to improve the quality of the learning environment so no student in Jungnang-gu is left behind.
Jungnang-gu District Mayor Ryu Gyeong-gi made the enactment of the "Seoul Metropolitan City Jungnang-gu Ordinance on Supporting the Vitalization of the Education Community" his first official act of the ninth elected term.
The proposed ordinance was drawn up to establish a student-centered education support system on an institutional basis, building on eight years of expanded education investment and infrastructure development.
It signals the district's commitment to shifting from purely quantitative growth in education toward a quality-focused policy centered on students' lives and development.
During the seventh and eighth elected terms, Jungnang-gu placed education at the core of district governance, increasing its education expense subsidy roughly fourfold — from 3.8 billion won ($2.45 million) in 2018 to 16 billion won in 2026 — while steadily expanding infrastructure, including the establishment of two Bang Jeong-hwan Education Support Centers. These efforts improved the school learning environment, broadened access to diverse educational opportunities, and laid the groundwork for education in Jungnang.
Building on those achievements, the ninth term will focus even more intently on creating a learning environment where every student can thrive. The district plans to expand tailored education support suited to each student's stage of development and circumstances, strengthen support for educationally vulnerable groups, and pursue a range of policies promoting holistic growth — including cultural, arts and sports activities, psychological and emotional support, and career guidance and future-skills development.
The ordinance provides the institutional basis for building a community cooperation framework centered on an education community that brings together students, parents, teachers and schools, ensuring that student-tailored education support is delivered in a sustained and systematic manner.
"Starting the ninth term's first official act with the ordinance on supporting the vitalization of the education community reflects our determination to keep education as the core value of district governance and to provide ever stronger support for the growth of each and every student," Ryu said. "Going forward, we will continue building on eight years of educational achievement to make Jungnang an education city where no one is left out of learning."
