A district mayor-led control tower — the Maintenance Project Promotion Committee — will be established, signaling a commitment to 'swift development as residents want.' Zone-specific task force teams are planned, drawing on experts in urban planning, property appraisal, and taxation.
Dongjak-gu District Mayor Ryu Sam-young said Wednesday — the first day of his term under the ninth round of local elections — that he signed a plan to accelerate redevelopment and reconstruction projects as his first official act, marking the start of his district administration in earnest.
The choice of a redevelopment and reconstruction plan as his first signed document reflects Ryu's strong commitment to the issue, which he had prioritized as the district's top task since his days as a candidate, repeatedly emphasizing "swift development as residents want."
About 90 redevelopment, reconstruction, and other maintenance projects are currently under way across Dongjak-gu.
Until now, however, four separate departments handled maintenance project affairs, making integrated management, inter-departmental cooperation, and swift decision-making difficult.
There had also been persistent calls for a more proactive and professional system to mediate and support conflicts arising during the project process.
In response, Dongjak-gu plans to transform the way maintenance projects are managed by establishing a powerful control tower that consolidates the scattered functions and launching dedicated zone-specific task force teams.
First, the district will form the Maintenance Project Promotion Committee — a control tower for maintenance projects reporting directly to the district mayor — on Wednesday.
The committee, chaired directly by the district mayor, will swiftly assess and decide on key project issues.
Under the committee, a Conflict Mediation Subcommittee and a Public Contribution Subcommittee will work to proactively resolve chronic disputes in maintenance projects and actively gather residents' opinions on public contributions.
In addition, the district plans to establish a Maintenance Project Rapid Promotion Unit through a future organizational restructuring to oversee and manage the zone-specific task force teams.
The task force teams will include project operators, district officials, and the city's conflict management officer, as well as outside experts in urban planning, urban maintenance, taxation, and law, providing hands-on, field-level support.
The district will also expand communication channels with residents on maintenance projects. It plans to open a Maintenance Project Open Consultation Room inside the district office, staffing it with specialists in property appraisal, taxation, and law to provide ongoing consultations.
Ryu held his inauguration ceremony Wednesday afternoon at 2 p.m., attended by more than 700 residents, after visiting Seoul National Cemetery that morning, officially beginning his term under the ninth round of local elections.
"Choosing the redevelopment and reconstruction acceleration plan as my first signed act on the first day of my term is a firm commitment to swiftly deliver the development that residents want," Ryu said. "I will do my utmost to make Dongjak-gu a leading model for seamless maintenance projects going forward."
