Fast-track plan finalized for apartment complex of up to 35 stories; project to be linked with nearby housing redevelopment initiatives; zoning upgrades to boost viability

A site in Geumcheon-gu that once housed a USFK ammunition depot is set to be redeveloped into an apartment complex of up to 35 stories and 2,600 units.

The Seoul Metropolitan Government said Monday it has finalized a fast-track integrated redevelopment plan for the area around 380 Doksan 2-dong, Geumcheon-gu, situated between Doksan-ro and Mokgolsan. The city said the plan — coordinated with a series of other fast-track projects under way in the area — lays the groundwork for improving residential conditions and reorganizing the urban landscape across the broader neighborhood.

The Doksan 2-dong 380 area was converted from a USFK ammunition depot into a single-family residential zone in the 1970s and has seen little change since. The site benefits from abundant green space due to its proximity to Mokgolsan to the east, but steep terrain and public facilities concentrated on the western hillside have long fueled residents' calls for improved living conditions.

To improve the project's financial viability, the city will apply tailored incentives, most notably upgrading zoning classifications by up to two tiers — from first- and second-class (7) and second-class residential to second- and third-class general residential zones. Areas along Doksan-ro will be designated as third-class general residential zones, while the side bordering Mokgolsan will be set as second-class general residential, striking a balance between residential development and preservation of the natural landscape.

The city also plans to overhaul the area's transportation network ahead of development to strengthen east-west connectivity. A new east-west road 15 meters wide will be built in coordination with a planned 20-meter road under the fast-track project for Doksan-dong 1036 and 1072 to the west, while a phased road installation is planned to the north in consideration of the timeline of the fast-track project covering the Doksan-dong 1022 area. The city will also expand lifestyle amenities, including the Nambu Women's Development Center, a family-friendly multipurpose facility.

Given the site's elevation changes of up to 30 meters, the city plans to build deck-style lots that minimize level differences and retaining walls along surrounding roads. Elevators and ramps will be installed throughout to improve pedestrian accessibility. A scenic corridor running from Siheung-daero through Doksan-ro to Mokgolsan will open up views toward nature, and a tent-shaped skyline — rising gradually from the edges of the complex toward the center — is expected to take shape.

Meanwhile, the Doksan-ro area where the site is located has multiple projects under way, including "moa housing" initiatives, public redevelopment schemes and fast-track integrated planning projects, and significant neighborhood transformation is expected once development is complete. "We will actively support the follow-up procedures so that the Doksan 2-dong 380 area, for which the fast-track integrated plan has been finalized, can be designated as a redevelopment zone as soon as possible," a Seoul Metropolitan Government official said. "We plan to move quickly through the required steps — including public notice and consultation with the district council — with the goal of completing the zone designation within the year."
