Seoul Urban Planning Committee's delegated subcommittee approves six agenda items with modifications

The Dangsan Hyundai 3 apartment complex in Yeongdeungpo-gu, Seoul, will be rebuilt as a development of up to 46 floors and 734 units, while several redevelopment projects in the Euljiro 2-ga area of Jung-gu are set to accelerate.

The Seoul Metropolitan Government said Sunday that its 8th Urban Planning Committee delegated subcommittee for fast-track integrated planning redevelopment projects met on Thursday and approved six agenda items with modifications.

The Dangsan Hyundai 3 complex, completed in 1988, will benefit from a raised legal floor-area ratio ceiling for quasi-industrial zones, allowing a ratio of 399.66 percent to be applied and giving the project renewed financial viability. The higher ratio will increase the number of pre-sale units by about 30, bringing the total to 734 units.

The Gangbyeon and Gangseo apartment complexes in Ichon-dong, Yongsan-gu, will be transformed through public reconstruction into a development of up to 39 floors and 209 units. Built between 1971 and 1972, the complexes had an existing floor-area ratio of 317.7 percent, leaving the project stalled for lack of financial viability despite the establishment of a reconstruction association in 1993. A zoning upgrade and expanded floor-area ratio will improve the project's economics.

In the Mapo 4 zone redevelopment area — covering districts 5, 6, 7 and 10 — in Mapo-gu, Seoul, a residential complex of up to 49 above-ground floors and 161 meters in height, along with public facilities, will be built.

The site, in the Nogosan-dong 109-62 area of Mapo-gu, benefited from a deregulation package the Seoul Metropolitan Government announced last year. Under that plan, the height limit was eased from 80 meters on main-road frontages and 60 meters on side streets to 130 meters for both, while the permitted floor-area ratio rose from 800 percent to 880 percent, improving the project's viability.

As a result, construction on the site will be permitted up to a floor-area ratio of 939 percent and a maximum height of 161 meters. Plans call for a residential complex of 7 below-ground floors and 49 above-ground floors with 497 units, along with about 4,000 square meters of public facilities and neighborhood commercial space.

Redevelopment projects in the Euljiro 2-ga zone and its districts 10 and 11, centered on the Samgak-dong 66-1 area of Jung-gu, are also gaining momentum.

The building currently serves as the headquarters of Kyowon and is more than 40 years old, leaving it in serious disrepair. The committee's approval is expected to formally launch the redevelopment process.

Taking into account the site's location and surrounding conditions, the committee set development density at a floor-area ratio of no more than 1,154 percent and a height limit of 145 meters. An office building with a total floor area of 100,000 square meters, spanning 8 below-ground floors to 31 above-ground floors, is planned.

A separate redevelopment project covering districts 1, 3, 6 and 18 of the Euljiro 2-ga zone in the nearby Samgak-dong 66-1 area will also move forward.

Three buildings on the site — including the Gwanggyo Building, which serves as a Shinhan Bank office — are in serious disrepair.

The revised redevelopment plan sets development density at a floor-area ratio of no more than 1,199 percent and a height limit of 172 meters, paving the way for a large office complex with a total floor area of 180,000 square meters across 6 below-ground floors and 40 above-ground floors.

A redevelopment project in the Sogong 4 zone, small-unit redevelopment district 8, in the Sogong-dong 40 area of Jung-gu, also cleared the committee. An office building of 13 above-ground floors with a total floor area of about 18,000 square meters is planned for the site.
