'Myeongmok Administrative and Cultural Hub' project wins conditional approval

Includes 221 Mirinaezip units for newlyweds and 204 pre-sale homes

A public facility site near Yongmasan Station on Seoul Metro Line 7 will be redeveloped into a mixed-use complex combining residential units with administrative and cultural facilities.

The Seoul Metropolitan Government announced Thursday that it conditionally approved the "Myeongmok Administrative and Cultural Hub" project at the second session of the Integrated Public Housing Review Committee, held Wednesday.

The project site, at 378-10 Myeongmok-dong, Jungnang-gu, encompasses a cluster of public facilities near Yongmasan Station — including a neighborhood community center, a district civic hall and a youth training center — which will be redeveloped as part of the mixed-use scheme.

The Seoul Metropolitan Government plans to supply 712 residential units at the site, including 221 Mirinaezip ("Milky Way Home") units for newlywed couples and 204 pre-sale homes.

The development will cover a total site area of 14,059.50 square meters and a gross floor area of 113,254.48 square meters, rising from four basement levels to a maximum of 47 above-ground floors. Alongside the residential units, the complex will house a Jungnang-gu multi-purpose government building, a youth training center, a public parking facility and retail space.

Residential units will be offered in a range of floor plans and sizes — 31, 41, 51, 59 and 84 square meters of dedicated area — with the city aiming to provide living spaces tailored to residents' diverse lifestyles.

Public facilities at the site will also be significantly upgraded. Plans call for a district multi-purpose building housing a youth training center, administrative and welfare services, a neighborhood community center and cultural spaces, as well as a public parking facility. The city intends to expand the existing aging and cramped facilities and strengthen connections between spaces to improve convenience for users.

The lower floors of the complex will be dedicated to community amenities, including a small library, a fitness center, a senior citizens' lounge and a guesthouse.

Pedestrian access to Yongmasan Station will also be improved. The city plans to use the site's varying elevation levels to create a street mall with retail units across multiple floor heights. An underground walkway connecting Myeongmok-ro directly to Yongmasan Station will also be installed to improve pedestrian access for local residents.

The Seoul Metropolitan Government expects to obtain housing construction project approval in the second half of this year, with ground-breaking set for 2027 and a target completion date of 2030.

"With the Myeongmok Administrative and Cultural Hub project clearing the integrated public housing review, the project will now move forward in earnest," said Choe Jin-seok, head of the Seoul Metropolitan Government's Housing Bureau. "We expect the aging transit-oriented area around Yongmasan Station to transform into a high-quality hub for administration, culture and residential living, contributing to housing stability and the revitalization of the local community."
