AI automates verification of occupational standards, boosting development efficiency

The Human Resources Development Service of Korea showcased its AI-driven innovations in developing and improving the National Competency Standards at an international webinar hosted by the OECD.

The presentation shared with a global audience a Korean-style human resources development model that uses AI to automate the verification of occupational standards and respond more swiftly to changes in the field.

The Ministry of Employment and Labor and the Human Resources Development Service of Korea said Tuesday they participated as panelists in the OECD's international webinar titled "Developing Vocational Education and Training with Artificial Intelligence," presenting their experience using AI in developing and improving the National Competency Standards.

The webinar was organized to share key findings from the OECD report "Developing VET with AI" and to discuss how AI is influencing curriculum, qualifications and occupational standards development in the vocational education and training sector. Last year, the OECD selected 10 countries, including South Korea, as case study subjects and conducted surveys and stakeholder interviews on AI adoption.

At the webinar, the agency introduced "NCS Check Mate," a GPT-based AI tool designed to support the formal verification of National Competency Standards. The system draws on the agency's NCS development and improvement manual to validate the formal integrity of occupational standards and automatically identify errors.

NCS Check Mate can automatically check whether standards meet formal requirements and deliver structured review results, improving both the efficiency and consistency of expert evaluations, the agency said. The agency also exchanged views with participants on its experience introducing AI and its plans for further development.

Lee Byung-hoon, president of the Human Resources Development Service of Korea, said having the AI-based National Competency Standards innovation introduced to the world through the OECD was "a major achievement for K-HRD." He added that the agency would "lead the digital transformation of Korea's human resources development model so that South Korea can rise to become one of the world's top three AI powers."
