A career maritime official with broad experience in port policy and Busan North Port redevelopment
Passed technical civil service exam in 1998; served at Korean Embassy in Washington and headed Arctic route office
Nam Jae-heon, who headed the Ministry of Oceans and Fisheries' Arctic Route Promotion Bureau, has been appointed the ministry's new vice minister.
Born in 1971, Nam graduated from Gudeok High School in Busan and Yonsei University's department of civil engineering before entering public service in 1998 after passing the 34th technical civil service examination.
Nam is widely regarded as one of the ministry's foremost experts in ports and shipping. He built his career in port policy through postings at the Incheon Port Construction Office and the Port Bureau's technical safety and port policy divisions.
In 2000, he was seconded to the committee bidding to host the 2010 World Exposition, and from 2009 he worked at the organizing committee for the 2012 Yeosu World Expo, gaining experience in international events.
Nam completed overseas training at Texas A&M University and served as a counselor at the Korean Embassy in Washington from 2017 to 2020, handling international cooperation affairs.
Within the ministry, he held posts including public relations officer in the spokesperson's office, head of the port area development division and head of the port policy division. He went on to lead the Busan North Port Integrated Development Promotion Team, serve as head of the Masan Regional Office of Oceans and Fisheries, and direct the Port Bureau, overseeing port development and operations policy.
Some say he played a central role in the Busan North Port redevelopment project and in shaping port policy.
Since December last year, Nam led the government's Arctic route policy as head of the Arctic Route Promotion Bureau. More recently, he has been driving efforts to open the Arctic route, adapt to shifts in global logistics networks and strengthen port competitiveness.
Inside and outside the ministry, Nam is regarded as a seasoned technical official with broad experience spanning ports, shipping and international cooperation. His leadership of the Arctic route policy — one of the new administration's key priorities — is also said to have influenced his selection.
