Hands-on advanced curriculum aims to develop core specialists

The Ministry of Employment and Labor is launching a long-term specialist training program of more than 200 hours for "certified field experts" recognized for their on-the-job competencies.

The Korea Employment and Labor Education Institute announced Monday that it has begun operating field-specific advanced training courses — covering employment service, labor standards, and industrial safety and health — for certified field experts selected through the ministry's Certified Professional Accreditation System.

The accreditation system is an in-house qualification regime that officially recognizes and certifies practical field competency rather than seniority or rank, and supports career development. Candidates are assessed comprehensively on their expertise and growth potential in actual work settings and classified into first- or second-grade levels by field.

The 16 participants in this round are the first cohort ever selected as certified field experts — five in industrial safety, three in labor standards and eight in employment service. The institute has designed an intensive, advanced curriculum of more than 200 hours to develop each of them into a top-level specialist in their respective field.

The curriculum goes beyond basic instruction on laws and regulations, centering instead on practice-oriented programs that analyze complex real-world cases and develop solutions. A key feature is an advanced syllabus tailored to the job characteristics and on-site difficulty of each field.

After completing the program, the certified field experts are expected to serve as specialist instructors and mentors both inside and outside the organization and to take part in key projects — contributing to improvements in the quality of employment and labor administrative services and spreading professional expertise within the organization. The institute plans to support the development of field experts through theory, case research, discussion and assignment-based education involving relevant ministry departments and outside specialists.

"This program intensively trains proven talent from the employment and labor field for more than 200 hours to develop them into top-level experts in their respective areas," institute President Lee Jong-seon said. "We will continue to expand field-centered specialist education to improve the quality of employment and labor administrative services that the public can feel directly."
