Promotion announcements amid organizational stability lift staff morale
Kim Gyeong-ho of Gwangjin-gu and Seo Gang-seok of Songpa-gu, both reelected in the June 3 local elections, have moved quickly to announce staff promotions, boosting morale across their district offices.
When a sitting district mayor wins reelection, the biggest advantage is organizational continuity and stability. With the district's governing philosophy and key policy directions remaining intact, civil servants can carry on their work without major disruption.
Gwangjin-gu and Songpa-gu announced their Grade 4 and Grade 5 promotion candidates on Friday — just eight days after the local elections ended — signaling a firm commitment to organizational cohesion.
Among district civil servants, a common sentiment has emerged: a sitting mayor's reelection is "a great gift for staff as well." When a new head takes office, anxiety tends to run high over organizational assessments and personnel decisions. A reelected leader, by contrast, brings proven leadership and a more predictable management style.
A senior official at Gwangjin-gu said Mayor Kim had long earned trust by respecting staff and emphasizing open communication. "With his reelection, employees are glad to be working in a stable environment," the official said.
Gwangjin-gu announced two Grade 4 promotion candidates and four Grade 5 candidates on Friday.
Lee Yeon-sik, chief of the Administrative Support Division, and Kim Hyeong-il, chief of the Health Policy Division, were named as Grade 4 — director-level — promotion candidates. Selected for Grade 5 — section chief level — were Kim Mi-ok, head of the Investigation Team; Hwang Gyu-wan, chief of the Mayor's Secretariat; Kim Hyeon-ja, head of the Press Team; and Jang Gwang-deok, team leader of the Family Welfare Division.
Songpa-gu also moved ahead with promotions under District Mayor Seo Gang-seok, who secured a second term.
Seo has been known for his efforts to boost staff morale — including using savings from his official activity budget to buy pizza and snacks for employees.
Songpa-gu announced three Grade 4 promotion candidates on Friday: Lee Mi-suk, chief of the General Affairs Division; Lee Jong-su, chief of the Local Administration Division; and Kim Seok-u, chief of the Housing Project Division.
Six Grade 5 promotion candidates were also named: Nam Myeong-gyu, team leader of the General Affairs Division; Im Yeong-cheon, team leader of the Planning and Budget Division; Kim Do-seon, team leader of the Economic Promotion Division; Gong Jeong-won, team leader of Tax Division 1; Lee Hye-yeong, team leader of the Culture and Arts Division; and Kim U-jin, team leader of the Urban Transportation Division.
The swift promotion announcements by the reelected mayors are expected to strengthen not only organizational stability but also operational efficiency.
Districts where the mayor changed hands face a different situation. Until the outgoing mayor's term ends later this month, large-scale personnel moves and major permits are off the table. Staff must also prepare briefings for the incoming mayor-elect and begin realigning the organization to fit the new administration's direction.
In practice, senior officials at some of those districts are working under heightened tension as they prepare transition reports for the mayor-elect's transition committee.
"Civil servants work for the organization and the residents, not for any particular individual," one district official said. "But it is true that when a district mayor changes, key position holders feel pressure as they go through the process of being evaluated by the new head."
Analysts say the local election results are shaping the organizational culture and atmosphere of district offices across the city — an impact that goes beyond the wins and losses of individual candidates. Gwangjin-gu and Songpa-gu, in particular, appear to be consolidating internal cohesion ahead of the launch of the ninth term of civilian-elected local government through prompt personnel decisions and organizational stability.
Incumbent district mayors also won in Jung-gu, Jungnang-gu, Seongbuk-gu, Eunpyeong-gu, Yangcheon-gu, Gangseo-gu, Guro-gu, Gwanak-gu, Seocho-gu and Gangdong-gu, in addition to Gwangjin-gu and Songpa-gu.
