Single volume consolidates 34 support projects from central government, Seoul Metropolitan Government and Gwangjin-gu
Step-by-step information from startup to management support, closure and recovery — available on district website and as a counseling and education resource
Gwangjin-gu (district mayor Kim Kyung-ho) has produced the "2026 Gwangjin-gu Small Business One-Stop Support Project Guide," an e-book consolidating all small business support projects run by central government ministries, the Seoul Metropolitan Government and the district.
The guide was created to improve policy accessibility and usability by systematically organizing small business support information previously scattered across different agencies. Anyone — from prospective entrepreneurs preparing to launch a business, to small business owners struggling with operations, to those planning a comeback after closure — can find the support they need in a single volume.
The guide covers 34 support projects from central government ministries, the Seoul Metropolitan Government and Gwangjin-gu. The projects are organized into five categories: startup preparation (7 projects), financial support (8), business stabilization (9), recovery support (5) and other support (5). Small business owners can use the categories to find policy information suited to their stage of growth and business circumstances.
The startup preparation category includes startup consulting, commercial district information, youth entrepreneurship support and women-owned business support. The financial support category covers the Gwangjin-gu Small and Medium-sized Enterprise Development Fund loan program, the Gwangjin Special Loan, the Seoul Metropolitan Government Self-Employed Safety Account and small business policy funds.
The business stabilization category includes an urban manufacturing facility work-environment improvement project, digital transformation support for middle-aged and older small business owners, and a small business management stabilization voucher. The recovery support category covers the Fresh Start Fund, the Hope Return Package and business closure support programs.
Alongside this, the guide provides a range of practical support information, including the Gwangjin Love Gift Certificate, the public online food delivery platform "Ddangyeoyo," and counseling and relief services for victims of unfair trade practices.
The district plans to post the e-book on the Gwangjin-gu Office website for public access and to use it during in-person counseling visits with small business owners and at various education sessions.
"There are many small business support projects available, but information is spread across different agencies, and quite a few business owners miss out on the policies they need because they cannot find them in time," district mayor Kim said. "I hope this guide serves as a compass that delivers all the information needed — from startup through business stabilization to closure and recovery — in one place, and provides real, practical help in strengthening the stability and competitiveness of small businesses."
