Starting Monday, unit to link struggling debtors with welfare support while cracking down on willful nonpayers
Daejeon will operate a local tax delinquency management unit for four months, from Monday through November, pursuing tailored collection efforts — connecting struggling debtors with welfare services while taking a firm stance against willful nonpayers.
The unit will deploy 48 people across five autonomous districts — Dong-gu, Jung-gu, Seo-gu, Yuseong-gu and Daedeok-gu — and will directly assess debtors' living conditions and ability to pay.
Each team will pair a civil servant with a fixed-term worker. The fixed-term worker will conduct phone consultations and field visits to investigate debtors' circumstances and financial capacity, while the civil servant will follow up on those findings — pursuing collection of overdue amounts and arranging welfare service referrals as needed.
Debtors who have fallen behind on taxes due to temporary financial hardship will receive information on available welfare support. Those capable of paying but deliberately withholding payment will face aggressive collection action.
"Operating this unit goes beyond simply collecting overdue taxes — it is field-centered administration that closely examines each debtor's situation and connects them with the support they need," said Lee Je-chang, Daejeon's tax administration officer. "We will support those who cannot pay due to hardship and respond firmly to willful nonpayers, creating a fair tax environment where honest taxpayers are respected."
Meanwhile, Daejeon's five autonomous districts will post job listings for fixed-term workers — to serve as local tax condition investigators — on their respective district office websites from Monday through June 19. Final candidates will be announced July 10 following document screening and interviews. Youth, women who have experienced career breaks, and those with experience in taxation, counseling or welfare will be given preference.
