District mayor to visit project sites directly to resolve issues

Jeon Seong-su, the mayor of Seoul's Seocho-gu district, signaled his commitment to accelerating reconstruction projects Thursday by signing the launch plan for a new "On-Site Rapid Reconstruction Support Unit" reporting directly to him — his first official act after returning to work following his reelection in the June 3 local elections.

According to Seocho-gu, the unit consolidates reconstruction-related permitting and support work that had previously been handled separately across multiple departments, placing it under the direct authority of the district mayor. Of the 79 active reconstruction projects currently under way in Seocho-gu, the mayor will personally visit sites where pending issues or resident complaints have arisen and proactively offer solutions. Visits are scheduled one to two times per month as a general rule, with the frequency adjusted flexibly based on resident requests.

The unit will operate through four stages: site selection, agenda review, on-site visit and follow-up management. First, project sites where issues have emerged or residents have submitted requests are selected. The district office's relevant departments and a panel of reconstruction experts then closely examine the causes of any delays. The mayor and the support unit team then visit the site in person, meeting with association executives, contractor and subcontractor representatives, and resident complaint representatives to work out mediation proposals and solutions. Ongoing monitoring follows to track whether projects are proceeding normally. The district expects the unit to help clear project delays and prevent and mediate disputes.

Jeon won reelection with 66.4 percent of the vote — the highest share among all candidates for Seoul basic government head positions in the election. Seocho-gu also recorded Seoul's highest voter turnout at 66.3 percent. Strong resident support for the district's backing of real estate redevelopment and reconstruction projects is credited as a major factor in his victory. His decision to make the on-site reconstruction support unit his first official act after returning to work is seen as a direct response to those constituent expectations.

"Reconstruction projects incur financing costs every single day — there is not a moment to waste," Jeon said. "The On-Site Rapid Reconstruction Support Unit will go directly to project sites, examine sources of conflict together with association leadership, and find solutions."
