Management and disposal plan approved just 2 years and 4 months after association formation, 9 months after project implementation approval — SH feasibility verification pilot program slashes administrative timeline as association, Seoul Metropolitan Government and Yeongdeungpo district office join forces in model case
Yeongdeungpo-gu approved the management and disposal plan for the Yeouido Daegyo apartment reconstruction on May 19, accelerating the project, the district office said.
The approval came just 2 years and 4 months after the reconstruction association was established in January 2024, and only 9 months after the project implementation plan was approved last August. As the first designated site under Seoul's Fast-Track Integrated Planning advisory program, the project cleared what is effectively the final administrative hurdle faster than any other reconstruction complex in Yeouido.
Behind the rapid pace was the association's drive to file for management and disposal plan approval within just 6 months of receiving project implementation approval. That momentum was amplified by the Seoul Housing and Communities Corporation's management and disposal plan feasibility verification pilot program — part of Seoul's Fast-Track Integrated Planning 2.0 initiative — which sharply cut the time required for administrative review. The outcome reflects a synergy between private-sector initiative and swift public administrative support.
"The district office's proactive support and its willingness to work alongside us made all the difference," said Jeong Hui-seon, head of the Daegyo apartment reconstruction association. "A redevelopment project can only move forward well when the district office is a true partner."
Built in 1975, the aging Daegyo apartment complex will be rezoned from third-class general residential to semi-residential use as part of the reconstruction. Under a floor-area ratio of 469.99 percent, the 26,869-square-meter site will be redeveloped into a premium residential complex of up to 49 stories, four buildings and 912 units.
The complex will include a multipurpose cultural and sports facility — featuring a swimming pool and gymnasium — with a total floor area of 9,847 square meters. A day-care center for the elderly (1,718 square meters) and a dedicated youth space (1,970 square meters) will also be built on site, providing a broad range of welfare amenities.
Residents are set to begin relocating in the second half of this year, with demolition scheduled to start next year as the project moves into full pre-construction mode.
"The accelerated timeline for the Yeouido Daegyo reconstruction is a model case built together by the association, the Seoul Metropolitan Government and Yeongdeungpo-gu," district Mayor Choi Ho-kwon said. "We will spare no administrative support or cooperation to ensure that reconstruction and redevelopment projects across all of Yeongdeungpo move forward swiftly, building on this example."
