Eunpyeong-gu announced that Kim Mi-kyung, elected as Seoul's first three-term female district mayor, has officially returned to office following the conclusion of the election.
Kim expressed gratitude to those who supported her during the campaign before heading straight back to her office — without forming a transition committee. She immediately took personal charge of pressing local issues and began preparing to advance the district's ninth elected-term agenda without delay.
The return reflects her determination to move swiftly on the seven core priorities of the ninth elected term — welfare, leisure, jobs, development, transportation, education and international affairs — drawing on the administrative experience she accumulated across the seventh and eighth elected terms.
Kim has built her career in Eunpyeong-gu over more than two decades, serving two terms on the district council, two terms in the Seoul Metropolitan Council and two terms as district mayor. Her latest election win gives her a third consecutive term leading the district, allowing her to continue working alongside Eunpyeong residents with more than 20 years of shared experience behind her.
Notably, Kim is the only person in the country to have risen from district council member to metropolitan council member and then to a third term as district mayor.

Kim has identified the "dot, line, plane" framework as the central direction of her ninth elected-term administration — a vision she says will redraw Eunpyeong's map for the future.
The plan calls for strengthening a "tight-knit welfare net" that takes responsibility for each resident's daily life (the dot), while pursuing balanced development (the line) centered on five residential zones — Susaek, Eungam, Bulgwang, Yeonsinnae and Jingwan. It also envisions expanding regional cooperation (the plane) with neighboring areas including Mapo-gu, Seodaemun-gu, Jongno-gu and Goyang, positioning Eunpyeong as a hub for collaboration across the northwestern Seoul corridor.

In the development and redevelopment sector — an area of strong interest among residents — the administration will pursue administrative reform centered on speed and communication.
Eunpyeong-gu plans to roll out an "Eunpyeong-style rapid redevelopment support package," under which the district office will oversee the entire process from zone designation through ground-breaking to move-in completion. To that end, the district will establish a new "Redevelopment Integrated Complaint Officer" reporting directly to the district mayor, building a one-stop system to handle complex resident inquiries.
In keeping with Kim's philosophy of prioritizing on-site engagement, she will also institutionalize regular field meetings where she visits residents directly, ensuring that community feedback arising during development projects is reflected in district policy without delay.
