Partners to jointly pursue industrial complex '4X transformation' strategy

Cooperation to cover feasibility reviews, financial support and risk management

Korea Industrial Complex Corp. and Korea Housing & Urban Guarantee Corp. have agreed to jointly pursue structural upgrading projects aimed at strengthening the competitiveness of the country's industrial complexes.

Korea Industrial Complex Corp., known as KICOX, announced Sunday that it signed a memorandum of understanding with Korea Housing & Urban Guarantee Corp., or HUG, at Yeouido in Seoul on May 29. The agreement is designed to transform industrial complexes into hubs for corporate investment, improved living conditions for young workers and regional growth.

The two agencies will jointly identify projects under the industrial complex "4X transformation" strategy and cooperate across all stages of development — from initial planning through feasibility reviews, financial support linkage and risk management.

The 4X transformation framework encompasses four pillars: AX (AI transformation), GX (green transformation), YX (youth-friendly transformation) and NX (new business transformation). Building on this framework, the two agencies plan to develop strategic projects within industrial complexes, including youth residential facilities, mixed-use support facilities, cultural and amenity facilities, and eco-friendly infrastructure.

KICOX has been driving structural upgrading projects at industrial complexes since 2011, using an environmental improvement fund as seed money to attract private investment. Over the past 15 years, the initiative has brought in 74 projects and secured 9.9031 trillion won (approximately $6.59 billion) in private investment.

A real estate market downturn and growing uncertainty in financial markets have made it increasingly difficult to secure project viability and financing for private investment ventures. As a result, there is a growing need to comprehensively assess project financing feasibility, funding structures, permitting delays and other risks from the earliest stages of development.

KICOX and HUG will operate a joint working group to identify candidate projects, conduct feasibility reviews and develop financial support linkages. The two agencies also plan to jointly address key risks, including financing difficulties and factors that could delay project timelines.

The MOU is expected to strengthen the foundation for advancing industrial complex restructuring projects. The two agencies intend to combine their expertise to transform industrial complexes from simple production spaces into multifunctional industrial hubs — places where companies invest, young workers live and work, and communities grow together.

"Industrial complexes are a core foundation for local economies and employment, and an important space where balanced regional development policy takes shape on the ground," KICOX Chairman Lee Sang-hoon said. "Through our cooperation with HUG, we will pursue the 4X transformation strategy in a stable manner and ensure that industrial complexes can emerge as centers of regional growth and improved living conditions for young people."
