The Incheon Metropolitan Office of Education has drawn up a 5.58 trillion won ($4.16 billion) budget proposal for 2027, a 5.5 percent increase from the previous year.
Despite deteriorating fiscal conditions, the office plans to cut non-essential spending and concentrate resources on core initiatives, including personalized learning for students and building capacity for future-oriented education.
The office said Friday it had set the 2027 special education account budget at 5.58 trillion won, up 292.4 billion won from the 2026 main budget.
On the revenue side, the budget draws 4.61 trillion won in transfers from the central government, 897.2 billion won from local governments, 31.1 billion won in self-generated revenue, 40.2 billion won in carryovers from the previous year and other transfers, and 5.1 billion won in other transfer income.
On the expenditure side, the budget is organized under the banner of "completing a student-success era through reading, walking, writing and AI," with emphasis on guaranteeing foundational academic skills, expanding the infrastructure for future education, and improving school conditions.
