City sweeps both top welfare spots selected by Ministry of Health and Welfare
Facilities praised for tailored care, rights protection and independent living support
The Donghae Disability Care Home, a residential facility, and the Donghae Disability Sheltered Workshop, a vocational rehabilitation facility, each ranked first in Gangwon Province in their respective categories in a social welfare facility evaluation conducted by the Ministry of Health and Welfare, earning recognition as outstanding facilities.
Donghae, a city gaining prominence in tourism and industry, is now posting top marks in welfare governance as well, boosting its city brand across the board.
The ministry's evaluation results were produced through on-site assessments carried out by the Central Social Services Agency.
The two facilities earned high marks across key evaluation areas — physical environment, fiscal and organizational management, programs and services, users' rights and overall operations — and will each receive an incentive grant of 7 million won ($5,220), for a combined total of 14 million won.
Donghae city said Wednesday the results reflect a collective achievement, crediting the dedication of facility staff who have worked on the front lines to deliver user-centered, tailored services and protect residents' rights. The city also credited sustained attention and support from the city council, administrative backing from the city government, and cooperation from people with disabilities, their families and the broader community.
"This achievement is a precious outcome created together by the city council, the community and, above all, the facility workers who have quietly devoted themselves on the ground," said Kim Seong-rae, head of the city's welfare division. "Going forward, we will continue to listen to the voices of people with disabilities, their families and welfare workers in the field, and work closely with the city council to build a welfare environment where every person with a disability can live with dignity, stability and independence in the community."
