Yangcheon-gu said Friday it had approved the housing construction plan and issued building permits for the Seobu Truck Terminal urban advanced logistics complex development project in Sinjeong-dong, formally launching the project.

The development will transform an aging logistics terminal on a roughly 104,000-square-meter site at 1315 Sinjeong-dong into a state-of-the-art mixed-use complex combining residential, office, advanced logistics, retail and sports functions, with a total project cost of about 1.9 trillion won ($1.43 billion). At its core, the project modernizes the existing logistics terminal — built in 1979 — while expanding lifestyle amenities and infrastructure for local residents.

The project began in 2016 when the Ministry of Land, Infrastructure and Transport selected it as a pilot urban advanced logistics complex. The district subsequently worked through rounds of consultations and administrative procedures, securing Seoul Metropolitan Government approval of the logistics complex plan in August 2023 and holding a groundbreaking ceremony in November 2025 to signal the start of full-scale development. Detailed development plans were then refined through architectural review and a revised logistics complex plan approval.

The latest permits are significant because they finalize the specific construction plans for the residential and mixed-use facilities on the basis of the previously approved logistics complex plan, completing the key procedural steps needed before actual construction can begin.

On the support-facility site, 10 buildings ranging from five below-ground to 25 above-ground floors — with a total floor area of about 227,000 square meters — will house apartment units, office space and neighborhood commercial facilities, with the residential component comprising 990 units in total. On the mixed-use facility site, two buildings ranging from seven below-ground to 15 above-ground floors — with a total floor area of about 566,000 square meters — will bring together logistics warehouses, freight truck depots, retail outlets, cultural and assembly facilities, education and research facilities, officetels and sports facilities, creating a complex that blends logistics with commercial, cultural and leisure functions.

The logistics facilities will in particular adopt a smart logistics system that integrates receiving, storage, sorting and delivery operations under one roof.

Alongside this, a public sports center — the Sinjeong Sports Center — equipped with a swimming pool and a multipurpose gymnasium will be built in space secured by the district through a public-contribution arrangement, along with office and networking spaces for start-ups and other public-benefit facilities expected to improve residents' quality of life and help revitalize the local economy.

The district plans to complete the remaining procedures in time for a ground-breaking in the first half of 2027. It will also closely monitor traffic and living-environment changes stemming from the large-scale development to minimize inconvenience to residents, and will strengthen cooperation with relevant agencies to keep the project on track toward a targeted completion in 2032.

"The Seobu Truck Terminal development is Yangcheon-gu's flagship project — one that will turn a space long occupied by an aging logistics facility into a new urban environment equipped with advanced logistics, residential, commercial and cultural functions," Yangcheon-gu District Mayor Lee Gi-jae said. "We will manage every remaining step with care so the project proceeds without a hitch, and we will build it into a future mixed-use complex that serves as a new growth hub for southwestern Seoul and raises the quality of life for our residents."
